The fuel level sending unit is a simple variable resistor (potentiometer) and as the fuel level changes the float moves up and down changing the resistance through the sending unit. This would, in turn, change the position of the needle in the gauge. My newly-rebuilt sending unit shows no resistance at "full" and increasing resistance as the float drops. I'm not an electrician but I would guess that if you bought a couple of small resistors from Radio Shack (100-ohm or so) and connected them between the sending unit leads your gauge would read somewhere between full and empty and would continue toward empty as you added more resistance. If that happens, I would suspect the sending unit is bad. I had Palo Alto Speedometer (http://www.paspeedo.com) rebuild mine and I understand that Jack Ashcraft also sells sending units. Try all of this carefully away from gas fumes.
