I recently bought a 71 96 with lots of gunk in the tank and float bowl of the carb. Nasty sending unit too.
I bought a three part tank refurbishing kit and it seems to have worked well. there were several available I used Marine Clean. Anyway the first step was cleaning with Muriatic (hydrochloric) acid. this component was expensive from marine clean so I used stuff from home Depot - HCl by the gallon - I used about 1.5 gallons with a rinse of water. Heat helps th acid wash - i did it in the summer outside, the tank is black and that was good enough for me. Part two was a primer used as directed and step three was the sealer, in this case it was a rubbery material with metallic flakes (not fiberglass) it took 4 days to cure and became very tough. The only caution I would give here is to push a wire through the vents during the cure time to make sure they don't clog.
A radiator shop will "hot tank" your tank for the first step, next time I would have a shop do it. nasty job and I was left with several gallons of toxic waste.
