Really, this has been the case in every v4 I've owned...all of my 99s have had this too. I have never had to replace the sending unit, though. I have simply removed it, doused the thing in carb cleaner for a good while, made sure everything moved freely, (tested on occasion) then reinstalled. All has been fine since. Especially with the fiberglass "fix", my first thought is that the tank had rust (i.e. probably sat for sometime) and the sending unit will get residue from the bad gas and rust all over it. Try adding that mixture to any electrical component and you'll probably see it stop working pretty quick. The sending unit is EASY to remove on a 96/95/99 so live it up. It won't take long, and may save so money and time spent on roadsides waiting for someone to bring a little gas.
