The shafts are the same. The change is in the horn button. It moves from the directional lever to a horn button on the steering wheel in '70. That's the only difference that I know of but I'm sure others can elucidate further. So...., a '67 wheel will fit on a '71 but you need to figure out what to do about the horn.
Did you ever get the Moto Lita thing figured out? They shipped you a F16A I bet. They did the same for me. It has the metal ring for the use of a central horn button. If your putting it on your '67 and you want to use the horn button you will need to wire in a receiving contact from a '70 or greater.
