The flywheel bolts will generally come out with handtools. If I am not mistaken the general advice is to replace the bolts as they stretch when tightened and do not properly torque down a second time.
Also, when you have the flywheel resurfaced, make sure your machine shop gets the step height correct (see below.)
Here is Kansas' reply on the subject from 2004 that best explains this:
This is a stepped flywheel with one surface for the cover to bolt to (around the outside) and another that contacts the front side of the disc. When the flywheel is resurfaced, both surfaces must be ground to maintain the proper step height. The number is hard to obtain. When reworking a worn flywheel one may not have a reliable measurement to work from. I have it from Jack Lawrence MSS and independently from a bulletin from AERA. 0.656"
