As to bolt replacement: I do not believe SAAB calls for bolt replacement. If the bolts show any sign of stretching (thread pitch not even) they are stretched and should absolutely be replaced. These bolts "should" not stretch unless overtorqued. Fasteners in general are designed for repeated use and good for many many cycles of removal and reinstallation when treated as designed. An accurate torque wrench must be used for installation.
There is a bolt type called "torque-to-yield" or TTY, used in particular for head bolts on many modern automotive applications. These are torqued in a very particular manner and intended to stretch on installation and should never be reused. Vintage SAAB flywheel bolts are not TTY, nor any other flywheel bolts that I know of.
That said, far be it from me to disagree with Jack Ashcraft's advice, he knows more than me. Good reasons for replacing the bolts could be 1) You have no idea who last reinstalled the bolts and whether they torqued them correctly; 2) You have a high-performance application, in which case you want every advantage; 3) You don't have a high-performance application but just want the security. If you can find new bolts, it won't cost much, so go for it. If you find them please publish your source.
As to loosening the bolts, an air impact tool is easiest, but it is easily done with hand tools (say a long 1/" breaker bar), you just need to find a way to stop the engine from turning. For installation you will be doing it by hand anyway. I like a little locktite on the bolts.
