You can remove it with a breaker bar if the shorter ones are too much efort. Makes sure you remove the bolts evenly.
Ashcraft has a strong opinion of renewing the bolts.
I would place in new bolts for the same reason Brian pointed out; stretching.
As for the step height, make certain the machine shop know what they are doing! I lost a flywheel like this. The amateur shaved the pressure plate surface bolt area on the flywheel, yet did not touch the disc surface. The next guy machined both areas, yet did not measure the differences. He said he did not have a mic!
