I'm a little confused...
So the freewheel is welded up. Bad idea. Never weld the freewheel! But, alas, there it is. My '73 Sonett has a freewheel weld job on it, by a previous owner. In that case, the freewheel "dog" (the part that slides back and forth on the shaft) is welded to the freewheel hub. This locks the "dog" in place, deep within the hub. It won't move and because it is welded, the teeth don't matter so much. So I don't quite understand your comment about the teeth being trashed- what exactly is welded on your gearbox?
Once you lock out the freewheel- either the correct way with a sleeve, or the incorrect way by welding- you no longer need to install the freewheel fork.
One other comment, IF the teeth on the freewheel dog are all chewed up, then you can replace it with a better one from a "parts" gearbox. IF the teeth on the freewheel hub are all chewed up, you got big trouble.
What usually happens, is the engaging EDGES of the teeth get chewed up and not the complete teeth, and it seems the dog wears more than the hub. Putting in a sleeve to push the dog as far into the hub as possible will work, as this will HOPEFULLY engage the good parts of the teeth. IF the teeth are TOTALLY TRASHED, no sleeve in the world will work. Then and only then should you consider something drastic like welding. A last resort.
