low charging voltage - bad alternator?

My '97 900S battery light came on last week not long after a unexpected drive 35mph through a 12" deep puddle formed here in MA from the remnants of the hurricane that was passing through. Some fun at the water park.
Across the battery terminals shows only 9.5V. The battery, she is now dead. Is this definitely a bad alternator or is there something else possibly wrong, voltage regulator maybe? Would like to know what the cheapest diagnostic would be...
