They probably sent the only car available and the opening paragraph of the article says the 9-3 nearly beat the 3-series in their Top 10 evaluation. This is very strong praise from a magazine that has been very negative about Saab's in the past. And I think they've been pretty positive about the 3-series in the past.
Yes, the car should have been the best possible and maybe it was when it arrived at Car and Driver. But do you think everyone who drove it was careful with the 1-2 shifts over the 2 weeks they had the car? Do you think they might have crunched the syncros before they did the 0-60 testing? Car and Driver probably had 8-10 people drive the car during it's stay at the magazine and it probably wasn't driven like a museum car.
Press cars are abused on a regular basis and you can only hope they survive the torture in good working order. This article was glowing considering C/D's anti-Saab bent. Look back at articles about the Viggen. They spent most of the article ranting about torque steer.
