Air conditioning systems all work the same. If your Saab has issues with leaks, compressors, condensors, or evaporators, parts common to all AC systems, than an independent AC shop or most competent AC folks can handle it.
If the problem is with the controls, then maybe a Saab specialist is in order. You said "base" so that means you have the knobs, right? The knobs get stiff and break off not because of cheap knobs, but because the internal mechanism, deep deep in the dash, gets bound up. The ACC or automatic climate control is another item for a Saab specialist.
