Even in cases where I didn't have to file off the paint, they still tend to rust. The braking force mashes the end of the pad's steel backing plate against the caliper bracket with enough force to damage the paint anyway.
I'm in northeast ohio. EVERYTHING rusts. In winter, the highway department is trying their best to turn lake Erie into saltwater.
