I've always removed the caliper first, leaving the caliper bracket. Less to wrestle with at the same time. Most times I'll hang & tie the caliper to the spring, & that's easier when the caliper bracket isn't along for the ride. It also gives me the opportunity to check/clean/grease the caliper slide pins.
It can probably be done either way. I tend to prefer more complete dismantling/cleaning as long as I have this much apart.
