"There is a metallic rattling sound coming from the serpentine belt area."
Could be the idler pulley for the serpentine belt or the timing chain. Idler pulley is easy to diagnois and replace; timing chain is more difficult and more money.
"One vacuum hose is broken off, located to the left of the oil cap."
Any broken, cracked or disconected vacuum line will can cause the engine to idle rough and possibly give the O2 sensor error codes you mention.
