Once you get the car on Jackstands or ramps, loosening the gas tank straps will only be a problem if the threaded area has got massive corrosion.
If copious quantities of PB Blaster doesn't help the problem I think you should be able to replace them by cutting or hacksawing the strap area to get them off. If you replace the straps one at a time the tank should stay in place and not have to be removed. Once you have two straps on that can be loosened, lowering the tank slightly should not be difficult.
I think you should be able to leave the gas lines and wires hooked up if you only need to lower the tank a small amount, but you'll need to disconnect the filler tube.
I had my tank out due to a puncture a couple of years ago and as I recall, it wasn't that hard to do.
