The forward end of the strap has a fitting that slips into a hook on the body. The strap fits under the tank in a shallow recess molded in to the plastic. The threaded end goes thru a plate attached to the body behind the tank and the nut fits up against the back side of the plate.
The tank and fuel pump probably weigh 15 or 20 pounds together, and gas weighs about 7 lbs/gallon. If you run your tank down to 2 gallons it will weigh about about 35 lbs total. I'm not sure how low the tank will need to go to remove the brake cable, but it may be more than you do and still have the threads engaged on the straps. So you may need to put a jack with a piece of wood under the tank and lower it with the straps removed.
It isn't that heavy and all the gas lines go out the top, so you are unlikely to spill any gas. If you are not working on a lift you will be close enough to the ground that you can arrange some blocks under the tank and lower it on to the blocks while you work on the brake cable.
