I believe that is correct. One side takes a much longer path than the other. When you get under there you will see that there is a screw/bolt at the end of the main cable that comes from the lever. There is a nut and a locknut on the end of the cable. You undo the nut and pass the bolt through the metal bracket on the new cable, then put the nut back on. The bolt/nut is also the adjuster for the cable.
Let me know about the tank... I am curious myself.
