Being around Saab's for awhile and seen many of the normal problems, if what you write is fairly accurate, you can tell that they don't really have a clue what they are doing or don't care.
Something is going on with your engine in particular but the shop sure takes the profit way of doing repairs instead of spending time investigating what's really going on.
For instance, if a Saab comes in and I see a lot of oil residue around the oil filler cap, I know the engine might have piston rings issues and blowby since oil fumes doesn't travel that far up and out from under the yellow cap.
Yes, it could very well be a piston ring issues or even a small crack in a piston and that might have been the problem all along but by spending some time looking for the real reason using compression test, leakdown test and videoscope to look inside the combustion chamber, they should have had a clearer picture.
And when the cylinder head was removed, they should have used a block off plate and done a leakdown test of piston rings alone and that would have shown if they are bad or not.
So if what you write is right.
You need the PCV system. You need a new turbo. Now you need another turbo and head gasket but the compression is good. Now you need piston rings because the compression is bad but you can drive the car adding oil because it won't ruin the turbo even though they said earlier that the oil leak had ruined the turbo.
I wouldn't use them for any more repairs.
