After reading through all the posts, I think there are 2 options you have.

Option One, have the shop tell you which cylinder is low on compression, perhaps even with the test result. Find a new shop, preferable a Saab specialist, or at least a place that specializes in Euro imports. Have them check the compression in the problem cylinder, do a leak down test, borescope inspection to try to confirm. They might as well check all cylinders while they are at it. These test will tell you if you indeed have a bad piston ring. If they confirm the problem, perhaps they can recomend a course of action, which you can post to this board for feedback before any more repairs are made. You will like need to pay the new shop for an hour of labor, but at least you will have a valueable second opinion and more importantly a set of independent data that you can use to either confirm or refute the first shop's diagnosis.

Option two, drive the car a little while, determine if it is indeed still "blowing smoke" and consuming oil. Determine if the original problem is unchanged. It the problem is again the same, you need to go to option one. If the problem never comes back, maybe the first shop had luck on their side. The problem with a bad ring is you don't kow how bad with out looking at. It may fail and lead to damage other engine parts like an exhaust valve, or it could fail more gracefully. It it may limp along for many more miles.
