That is incorrect. Torque wrenches are calibrated at 20%, 60%, and 100% of the range. The readings must be within 4% of the setting at each point, and each point is tested a minimum of three times. This insures that the wrench is linear throughout it's entire range from 20-100%. This is from the ASME B107.14 standard for torque wrenches. Anyone who thinks they can tell by feel with better accuracy than a calibrated (or even most uncalibrated ones) are deluding themselves.
