The easiest way to test a relay is to replace it with a known good one from another car.
The second easiest way is to simply bridge the relay's contacts with a short length of wire with a connector on each side. Basically, all a relay does is complete a circuit when a load is applied on a perpendicular circuit. The load causes a small contact breaker to close, thus completing the perpendicular power circuit. So you can simulate this by simply removing the relay then sticking a wire into terminals for the power circuit.
The third easiest way is to remove the cover from the relay then physically moving the contact relay to complete the circuit. Do this with a coated screwdriver so you don't get a healthy shock.
Relays are pretty cheap if you can get an equivalent part instead of the actual SAAB part (for example, a BOSCH relay instead of one labeled SAAB made by BOSCH). Most relays are very simple and come in only a few flavors, so this is possible.
