1. Norwich VT and Hanover NH area is just gorgeous. If I didn't live in the SF Bay Area, my second choice would be where you are. Having Dartmouth College nearby probably doesn't help with the housing costs... many alum move back to that area. Make sure you take advantage of the community programs that the College offers. Many courses are open to the Upper Valley community to audit at no charge, at least when I lived there that's the way it was.
My mother used to be a mortgage broker and she always told me between 25-28% of income should be budgeted towards housing and while listening to CNN while working last week, I just heard the 28% number thrown around again.
Unfortunately, mortgage rates are on the rise again. We've refinanced our own home mortgage twice now and are now down to a 15 year mortgage, the whole thing fixed at 5.125% and we went with that because we felt we were going to be in this house for another 15 years at least. If you're lookiing at possibly moving in 4.5 years, then 4.8% fixed for 5 years would serve you pretty well. If you stayed longer, you'll most likely be looking at a pretty good jump in payments after the fixed rate expires although there must be some language in the loan that limits how fast it can adjust upwards each X amount of time... Read those gazillion loan papers carefully, unfortunately. The further out into the rural areas you are willing to go (Lebanon, White River Junction, further north... etc), the less expensive the housing will be.
3. TrueMobile uses GSM, but their coverage is limited to larger city areas. I don't think GSM has really blossomed in the US yet, by a longshot. I have a TrueMobile Sidekick Internet device and Nextel phone that work wonderfully here in the SF Bay Area... the Nextel works fine for me in remote areas of the NYS Finger Lakes region too, but I'm not surprised to hear that there is no corverage up in the middle of NH/VT. Best bet is to see what folks there are already using and ask them how satisfied they are with their service...
