I'm in a Very white rural Maine town. The only reason we have an airport is because the Navy built it in WWII, and it has been civilian since sometime after the war.
Back on sept 11, 2001, after the names and mugshots of the terrorists came out some of the airport workers were convinced the Mohammed Atta terrorist and others flew out of our little airport to Boston a month or so before the attacks, perhaps to evaluate security of smaller airports. So far it's unproven. As we now know, they chose another bigger Maine airport to leave from instead (to Boston then to their final destinations).
Security is a lot more consistent now. There was no machinery before, nor room for it. Now they added on to their trailer to have room for an xray machine and metal detector and a chat with a sheriff deputy. His german shepard is usually sleeping in the corner though. They have improved the fencing around the airport too, which is helpful for keeping the deer off the runway. I can't imagine the increased costs, but it's probably pennies compared to keeping the big airports secure which these little airports are tributaries of.
