...as it is in most European countries. And not just teach student drivers how to operate the vehicle, but also how to be part of traffic. My driving instructor would at random times cover the rear view mirror and ask me what the color of the car behind me was.
Operating the vehicle only takes three of four lessons (OK, maybe five, since you have to take the test in a stick, unless you have a proven medical condition), and after that you still have to learn how to be a good driver. I got my driver's license in the Netherlands after about 20 hours of driving lessons, which is at the low end of the range. I passed both the theory exam and the driving exam the first time, which also puts me in a minority group. My mother failed her driving exam the first time because she stopped at an intersection where she had right of way...
Can you imagine how I felt after I'd moved to the States when I had to take the DMV written test, driving test plus 5 hour mandatory pre-license safe driving (classroom) lessons including again a written test ("Drinking and driving is a) not a problem at all, b) only a problem for people who drink and drive, c) the number 1 safety issue in the US"... Geez!).
