I would keep your budget at $4k, so your niece has a $1k left to pay the insurance, gas, maintain and etc.......
If she is going to get an Europen, well, we all konw is going cost big $$$ to maintain it. For Domestic, don't really need to tell you how unreliablity they are. (Based on my personal experience) For Japenese, most of them are cheap to maintain, at least you don't need a specialist to do the job. In most cases, Japenese cars have very good resale value, let say she is going to trade in after a few years, she is able get some $$$ out of it.
Now, all she has to do is, to pick either Europen, Domestic, or Japense, then, she can decide what brand and model to get.
My favor is Subaru Impreza RS, it is fast (First generation of WRX), reliablity, & AWD
