Consider a Nissan Altima or older Maxima. Also look at Mazdas. These makes aren't as popular as Hondas or Yotas but are good cars.
Some here will disagree, but there are some good domestics out there that in a lot of ways make sense for a kid. If you want small, look at a Ford Focus. They aren't fancy but they are pretty reliable and parts are cheap. The same is true for the Ford Taurus/Mercury Sable. I've rented these a lot and probably put 10K miles on various models and found them safe and comfortable on everything from freeways to gravel roads in the desert to windy roads in the mountains to blizzards. They have air bags, good ABS and handle predictably. You can get them fixed anywhere and parts are easy to come by. I actually considered one for my daughter until some friends said they were selling their Saab 9000. And you can buy good ones all day long for pretty short money.
You might want to budget $5k but spend less ($3.5-4K), then make sure it's ready to go: flush all the fluids, put new tires on it, do the hoses and any belts, maybe do some brake work. Then she won't have to worry about much.
