You can get newer, lower mileage and/or higher trim level if you avoid the premium for Toyota or Honda. The Prisms are starting catch up, and I think the favorable original sticker price was due in part to lower base trim level than the Corolla. I've always been fond of Mazda's engines. The Mitsubishi Galante is a swell car that tends to sell for less than many of the other imports. I don't know when the Hyundai's "got better," but could be worth a look.
Of course, if she can drive stick, you'll have a much larger range of choices. I don't feel that perhaps having to replace a clutch is such a big deal. Especiallt replacing a slushbox, which could also go, generally isn't worth the money for an older, cheaper used car.
Caveat: I've helped a lot of people buy "low price" used cars, but usually for less money that you're planning on. And the market I know is upstate NY.
