Interesting that it is a written test of rules of the road or safety rules. For manners on the road and in general for rude or aggressive driving, as an Upstate NY driver, I have always regarded NYC and NJ drivers, generally, not all obviously, -flame suit being donned as I type, as far worse than what I encounter here and elsewhere in the Northeast. Buffalo, where I used to live is not so hot either in terms of the incidence of selfish and stupidly aggressive driving, but it is nowhere near like NYC and environs. My theory for that difference had been that large numbers of these drivers had spent their youth on buses and subways and rather than in the back seat of Dad or Mom's car, and, hence, there was not that matrix of learning that those that those who grew up in cars would have. Perhaps there is something of the tempo every day life and anonymity of larger cities that spawns disregard for the welfare of others on the road or even just getting along. My first trip to the West coast many years ago was an eye opener. Drivers actually stopped in the middle of the block if a pedestrian even threatened to cross the street. But urban mores and experience does not account for not knowing the rules that are tested for on paper. So, why?
