Lower tire pressure increases the size of the contact patch, that is, the actual tire surface in contact with the road. That improves traction because the tire requires a lower coefficient of friction to transfer the same amount of force. It also decreases the pressure at the ice/water interface which, I believe, increases the coefficient of friction on ice.
Why don't we run less pressure all the time then? The sidewalls turn to mush, handling deteriorates, and the constant flexing of the outer belt, rubber cap and sidewalls builds up heat, which shortens tire life dramatically.
