The air pressure in the tires is already lower when it gets that cold - remember how it rises when you warm up the tires on the highway.
After years working in the Dupont tire fibre division, taking all the Tire University (in Akron) courses, and working with the majors, and then hearing how off-roaders lowered the tire pressure in sandy conditions, all we can do is scratch our heads and wonder about the physics... There must be some anecdotes out there that provide testimonials to it working.
Perhaps the driver feels that he has more feedback from the steering wheel when the tires are about to come off their beads.
