It is technically illegal to pass someone on the right if there are only two lanes on your side of the road. If you're on a highway with three travel lanes and the person in the middle lane is going slow, you can pass them on the right (so I've heard, correct me if I'm wrong).
While the left lane is designated as a "passing lane," many people consider it to be a travel lane. I don't think it's illegal to keep in the left lane, but it sure is inconsiderate. Usually when I'm driving and there's some idiot in the left lane going the speed limit (or less) who refuses to move I floor it and pass them on the right and give them an evil stare or something. (Just make it quick, which shouldn't be a problem if you've got a Saab with a turbo.) I've never been pulled over for this, but I assume that if you're in the right spot at the right time you could get ticketed, depending on which side of the bed the officer woke up on that day. I don't think many people take having high beams flashed at them very kindly, but if they give you the finger, give it back, haha. They deserve it.
I feel like I should be adding a disclaimer to the bottom of this saying I'm not responsible for any tickets and/or road-rage incidents you receive, but I trust your judgment.
