Like Adam, I question the efficiency of your entire house, not just heating oil efficiency.
Here in NE Indiana, natural gas is the standard, and probably 90% of the houses built in the last 60 years use forced air. It shouldn't take 40 minutes to heat your house a couple of degrees. Either you have a very poor building envelope (insulation, infiltration) or the system is undersized. In my experience, it's more likely for home HVAC systems to be oversized than undersized. Was there significant sq footage addition (actual addition or enclosed porch, converted garage or attic) or significant addition of windows or skylights?
I'm looking at this with the recent weather. If you're referring to that record low temperature couple of days from last winter, then your system is sized fine.
There's also the possibility that your furnace needs service. Is the filter clean? Did the A/C seem good? Typically, you have a 3-spd (or more) fan motor. The A/C runs a higher speed than the heating. If the airflow seems "proper", measure the temperature rise (supply air - return air). If this furnace is pretty new, you should be able to get fan information, perhaps in the owners manual.
