Surely not all run-flat tires are poor in the rain. I know you can get run flat versions of some of the tires I've had that were great in the rain! Runflats are heavy though, but I've never owned a set to see that they are worse to drive... Similar with the volt with weak sidewalled LRR stock tires... there's no reason to keep crappy stock tires on a car other than cost, but you can resell the old ones if they are basically new and recoup about half the cost of a new set.
I agree that it is unfortunate to lose the spare and jack, though to be honest, I'm really uncomfortable with the jack in the 9-5: jack supports essentially a seam, really does not work well, tire iron is waaay too short to be of any use (so I keep a length of pipe in there also)... 9-5 (like many new cars) is heavy, so I much prefer jacking with a heavy duty floor jack from the central jack points...
Luckily I have not had to change a wheel by the side of the road in a long time...
