If it's just a concern over pipes freezing, you can very cheaply get pipe wrap insulation (there's foam stuff that home depot et al sell). As long as the water runs periodically and there is a little heat and insulation, there is not much concern of freezing.
Once you start trying to insulate a large area like a garage door, you probably need to do it properly. The moving blankets is a good idea in the short term if you can get them tight enough to the opening. Are the other walls of the garage insulated? Seals around the garage door intact?
