What is that stuff the WA DOT sprays on the roads?

The roads here in Washington State are sprayed with an anti-icing chemical that slows ice and snow accumulation. It seems to work pretty well, but I am wondering just what it is and what will do to my cars. The WA DOT website claims that it is corrosive and you should rinse it off ASAP after a winter trip.
One thing I hate about it is that the roads stay wet looking even when the temp is well below freezing, so you have NO way to tell if the road is icy. They would normally dry off as the sun hits them, but they stay wet because of the treatment. It looks slicker than snot, but it isn't. What happens when your average brain-dead driver gets off a treated road onto an untreated side road? ZZZZZZIP - into the ditch.
The DOT claims it reduces winter accidents. I am not so sure. It makes reading the road surface impossible.
