I know what dried salt looks like on a car. This stuff stays damp, even after being in a warm garage all night. It doesn't turn white and crusty.
Also, I have seen the DOT trucks applying the stuff - it is put down in liquid form from a spray bar across the back of the sand truck. It comes down in stripes along the road - very easy to see that a road has been treated (the stripes don't dry in the sun). I believe salt is applied dry with sand via a rotary spreader, am I correct?
I don't doubt that they are trying rock salt....just not around here in north Puget Sound. Whatever it is, it's a real pisser ;)
