I have always had the same hesitation about those cars - the joint 'bishi/Volvo venture. A friend of mine who is pretty into Volvos had an early 1.9t V40, though, and he had zero complaints about it. I think if you go in expecting "a nice Volvo" you will be disappointed on a variety of levels, but if you go in expecting "ok cheap car," it's pretty decent.
*Personally*, for $3k, I think you'd be insane not to buy a '97 or '98 850/S70/V70. Really a lot of car for the money - fairly bulletproof, reasonable repair costs, and plenty of DIY-ability. There is a really nice looking 850R sedan for sale locally for $2500. I think that'd be a great use of sub-$3k, personally. If it was a wagon, it'd already be in my driveway. ;)
Also, $3k should buy you a decent, late BMW E36. Also a nice car for the money assuming you can drive a manual. I wouldn't trust an automatic this late in the game (crap GM transmission), but the 5-speeds are plentiful and a really nice drive.
