dont think I need 3"...what do you think?

The car is a 1995 9000 Aero, auto trans, 137K miles, totally stock with no plans for any kind of stage tuning. It's my daily driver/city beater/only car, and I gotta work pretty hard just to keep it up as is. I'll never have enough cash to play the tuning game. That said...
The rear part of my exhaust rusted out last week and the car is now parked in front of my house, undrivable. The city isn't too happy about things like this so I don't have much longer to leave it there, so I'm searching for a fast solution. Obviously this is a good opportunity for an upgrade since I plan to replace at least everything from the cat back.
Everyone's instant response is that I should go to 3". But I'm cautious about this and would like to ask for some reasoned opinions that take into account the car's limitations and my own future goals of keeping the engine stock, the transmission automatic, and the car entirely street-legal for Massachusetts emissions.
What I'd like is a bit of increased performance and a slightly louder sound (very modest goals!)
My questions are:
1. Is a larger exhaust a useful upgrade on its own, even without plans for future tuning?
2. Given that it's an automatic, is the stock plumbing perfectly adequate for the lower power output?
3. Does the fact that my turbo is old and dying have any impact on this decision?
4. Is there any reason not to go to the local custom exhaust shop for this, or should I be looking at particular brands or parts?
5. Is there any reason to consider replacing the entire exhaust or would it be fine to do just cat back? My budget is finite, but I want to do what makes the most sense for the car.
