Hi Jeff, that's a one of a kind where the supply line is Y'ed to both nipples so there's equal pressure to both sides of the additional diaphragm and of course the needle valve has to be closed! I vaguely remember doing one of these so it could be run as either a standard FPR or a rising rate an also an adjustable rise in rate depending on how it is plumbed. If you did ever want to use this FPR as a rising rate one don't use the bottom nipple it would just be a vent so add a short hose that's long enough to hang down the side of the FPR to keep moisture out in case the engine is ever pressure washed. This would turn it into a std. 1.67 RRFPR but the needle valve would have to remain closed all the time. Then if you wanted it to be an adjustable rise in rate you would have to add a one way valve by way of a hose from the nipple from the needle valve so it would blow through but not go the other way during vacuum conditions. An adjustable rise in rate also requires a 1 mm orifice in the supply (upper) nipple to make the needle valve adjust properly. I would have never sent one of these out with the needle valve nipple pointing a bit upwards so maybe it's not tightened all the way down? If you're using this as a std. FPR you don't need the needle valve anyway so maybe replace it with a super short 10-32 machine screw with a little nylon washer for a gasket. Let us know how it works? Take care, Dave
