The sanding IMHO depends on what the current grill looks like. If your grill still gas the CHROME look stuff on there them perhaps I light scuffing of that material will do, so figure 800-1000 grit paper for that job. However if you wish to sand off the CHROME stuff then you'd need a tougher grit for that job, so perhaps 400 grit to remove that crap, then once removed move up to the 800-1000 grit stuff to make the surface ready for paint. You'll know when you've removed enough of the CHROME stuff or all of it for that matter cause the underlining primer is IIRC Yellow in color. You could at anytime us 1500 grit paper after the 800-1000 stuff if you really wanted a SMOOTHER plastic surface before applying the primer/paint. I'd simply do the 800-1000 grit paper and be done with it at that point because you'll probably want to use the 1500 grit paper in between primer and painting steps. and the primer/painting steps would just fill in the inperfection anyhow. Got it?
Attaching the mesh = I DON'T KNOW,
I have seen it on e-bay for like $5.00 if that helps, it's usually always the same color but I'd paint that stuff black anyhow(think subdued). I'd also replace the TURBO badge but, it would be painted in whatever color the gril got painted, so perhaps the car, grill and badge would match..
My $0.2 anyways..
