Bill's right on the money.
From what you describe, there's probably some rust clogging the tank outlet. Blow back into the tank and then try it. That will clear it temporarily, for a day or a week or a month... Enough for you to start it and get it running. Then go back to fix the tank. Remove the drain plug and drain it with using a funnel with a filter to see what comes out. Pulling the tank and cleaning/recoating is pretty straight forward. I did my 96 last summer and used the POR-15 system. ONE WORD OF WARNING- make sure you keep that outlet clear during the recoating process. There's actually quite a length of tube inside the tank that can get clogged with the sealant. If that happens...you're in a heap 'o trouble. I used air pressure to keep it clear, blowing it out every 15 minutes as the sealant cured. Others have used a wire pushed up into the outlet.
Also- know there is a screen inside the mechanical fuel pump. The older style pump has a screw on the side of the pump. Remove it and gain access to clean the screen. It can get clogged up as well. That's why a filter BEFORE the pump is a good idea, as Bill said. Particularly if you use an electric fuel pump. And replacement mechanical pumps don't tend to have the screw to take them apart. So two filters are in order- one under the seat at the tank outlet and one after the pump. The one under the hood should be metal-cased to avoid the potential for melting and a fire.
