take a center punch and small hammer and give each,there are two an angled shot on the head of the bolt.mine were not that tight and came off pretty easy.you can remove the whole assembly once you have the two bolts out.
my sonett had the same problem,the key rusted while it was in the ignition,strange.my dash is out if you need a photo.
