If he is asking double Haggerty's recommended price it better be in top mechanical condition apart from the clutch...and even then that sounds way too high. I think some people get the idea they can jack up the price on a Sonett because they are so rare. Low mileage certainly can be a good thing, adding to its value, but it all depends on the overall condition of the car and what it might need to put it back in solid driving condition.
I bought a restored '71 Sonett here from the classified ads back in 2011 for $4500 because I did not have the equipment and garage/workshop space to have a project car torn down for extended periods. The prior owner did a good job on the restoration (engine rebuild, new carb, re-done upholstery, etc.), but since buying it I have put about $1000 into various parts including a new clutch. I decided it was worth it because the rest of car is in good shape to last a while and if I keep it in good shape, I should be able to recoup my cost if and when I decide to sell (not planning to for a while, though :-). The paint job is a 20-20 paint job so if I keep it long term, I may consider having a better paint job done perhaps in the original color (it is yellow now, but was originally the green).
The main thing is to make sure it structurally sound and free of any rust except surface rust that can be easily handled. And definitely heed Eric's comments. He has much more experience with V4 Saabs. I am still a newbie. :-)
