Hi Rich, if this is like my '69 V4, the temp sensor is located below the thermostat housing in the intake manifold, with its single-wire connector facing left on the car.
The ground is really in the sensor. It is a variable (with temp) resistor that connects a voltage fed through the gauge to ground at the sensor body through the variable resistance. Different resistance makes the gauge read differently. You could have a bad sensor that intermittently shorts internally (= low resistance) to ground causing a high reading, but more likely you have the wire from the panel to the sensor shorting to ground. Try wiggling the wire harness containing the wire to the sensor with the ignition on while someone watches the needle. If you get no result there, just replace the sensor, they're not expensive.
