Mine used to do the same thing. As kansas suggests, the problem was at the sensor end. In my case, there simply was so much crud (oil, dirt etc.) and deteriorated insulation on the wire to the sensor that it gave erratic readings. Pulled off the wire from the sensor (sticking out of the manifold below the T-stat housing, per kansas), cleaned everything, added a bit of heat-shrink tubing, and suddenly my gauge was fixed.
The 'Sonett Secrets' section of Chris Moberg's website (http://www.vintagesaab.com and then click the picture of the Sonett) includes some info about how the gauge is calibrated. 210 degrees (high side of N) is only 38 ohms, so you can see how even small variations in resistance caused by bad wiring or grounds could cause large wackiness in how your gauge reads.
