It seems to me that if you went to the hardware store and bought 5 bolts that match the lug threads that were about 4" long or greater, and another bolt a bit larger in diameter with a nut and large, heavy duty washer to fit, you'd be in business. Use the bolts with the thread matching the lugs to put the rim on the hub so that you're getting each of the bolts in an equal amount of turns and putting them in far enough for sufficient strength. Leave about an inch-or-so between the rim and the end of the axle. Then, with the nut and large washer behind the center hole of the rim, thread the other bolt into the nut (with the washer keeping it from passing through the center hole), and tighten it until the end of it meets the tip of the axle. Slowly tighten the bolt while holding the large nut with a crescent wrench, or other (periodically tapping the end of the bolt with a hammer, if necessary) until the hub comes free. If you can't find a large enough washer to keep the nut from passing throught the center hole, just use a piece of steel that you can drill to fit. Also, a pair of 2x4s or wheel chocs to hold the wheel at the right height so you have your hands free to work will make the job a lot simpler.

The tool would be smoother, but this way would save you some money to put into those brake components. Also, be extra sure to use good jack stands with the wheels braced... safety first... always!
