The gas flap used to say PREMIUM RECOMMENDED, not required, but I haven't peaked at an '07 for this. Normally Saab sets up their cars with engine management systems that work fine on American "87" octane. American pump octane #'s are R+M/2 which is the average of the research octane # and the motor octane # just to add to the confusion. In So Cal the grades availible are 87,89 and 91, regular, mid-grade and premium. It's difficult to find 93 in So Cal.
So the car works fine on 87, but you get more power on 91. I myself can tell the difference, but I've got a heavy foot big hill near my house.
The controversial part is better mileage with higher octane. Some like me say yes, others say no. I maintain that the higher output with 91 allows more effecient tuning of the engine parameters which results in greater fuel economy. For me about 5% better, which almost offsets the cost of premium at todays prices, but that's a very anecdotal comparison. Perhaps I always took that extra city trip with the tanks of regualar.
"premium would do more harm than good" is poor advice IMHO.
