In my opinion the decision to drive snow tires depends on several bits of information. Factors to consider include the climate where you live, how far you commute, the terrain where you live, the quality of service you get from local government re plowing and salting. I live in Tennessee. We get several snows per year of the 1-4 inch variety.

That being said, I have driven front wheel drive sedans for the last 6 years ( saab 93 sc aero for the last three) and have never owned a set of snow tires. My wife has driven a front wheel drive Honda Pilot for three years and it has never had snow tires. I personally dont like the way that snow tires perform in the rain especially at highway speeds.

I simply make certain that my tires have good tread when winter arrives. If they dont have good tread, I replace them. Front wheel drive has greatly reduced the practice of running snow tires in this part of the country. I suspect that this is also the case for many other regions in the US as well.
