I wondered why the spatter was on the wheel well and not the wheel. I wondered why the the spatter was viscous and greasy almost, err slimey, yet water soluble. I wondered why there wasnt a leak when the car was parked.
I figured it out this morning. I came out to the car and there was a spot on the tire that was weeping green fluid.
The spot had a fiberous tire plug and it was weeping Slime. Its been unusually hot here 100 yesterday so when the road is hot and the wheel is spinning the slime is being sprayed out the patch.
Thank everybody for your help.
