I assume this are the pads where it is clips holding both inner and outer pad to caliper?
It might be that the pad and backing plate is not correct?
Take both pads out and compare them meticulously to the old pad for every little detail like rivets and such on the backing plate and see if you can notice anything that is not exactly the same between the two.
I just had a problem with a Volvo XC90 which uses a similar pad with clips on both backing plates.
The XC90 have two different size brakes and the pads are nearly identical and will fit in each caliper but the bigger brakes have one more rivet in the backing plate and need a caliper with a recess for that rivet otherwise it tilts slightly and creates a soft pedal.
